No. There is no EN/ISO temperature test for quilts. The 'rating' is an estimate based on sleeping bags with similar materials/down fill weights

Will the foot-end drawcord fit even over our thickest mat Comfort Deluxe SI?

Yes. The Tanami foot end can be cinched snugly to prevent drafts

Do you have a larger or warmer Tanami?
